The SNSF has revised its most important regulations, the Funding Regulations and the Implementation Regulations.
The Funding and the Implementation Regulations have been in force in their revised form (FR2016 and IR2016) since 1 January 2016 and provide the legal basis for all funding schemes of the SNSF. The exception is project funding, which will be governed by the old Funding Regulations (FR2007) and the old Implementation Regulations (IR2015) until 1 October 2016.
Some of the changes in the revised regulations are not yet reflected in the systems of the SNSF, hence proposals that are currently under evaluation and ongoing grants are still based on the old regulations. Transitional provisions (Clause 13.2) therefore apply to all funding schemes except project funding. During this transition phase, the SNSF will only apply the new rules to pending proposals and ongoing grants if they do not disadvantage the researchers concerned. The rights assigned to grantees on approval of their grant will continue to apply even if they are not in line with the new regulations.
The funding activities of the SNSF are based on the Funding Regulations and the General implementation regulations for the Funding Regulations. Principles and rules that apply to all funding schemes and procedures are governed by the Funding Regulations, which are based directly on the Federal Research and Innovation Promotion Act (RIPA). The Implementation Regulations contain more detailed provisions that also apply to all funding schemes and explain how the rules set out in the Funding Regulations are implemented. In addition, specific regulations apply to the invidual funding schemes.
