Lead Agency process with Luxembourg

Under the Lead Agency process, a joint application by researchers in Switzerland and Luxembourg can be submitted to one of the two national research funding organisations. The submission process is governed by the provisions in force at the relevant organisation.

At the Fonds national de la recherche Luxembourg (FNR), the Lead Agency process is limited to International co-funding within the multi-annual thematic research programme (CORE).

If the SNSF acts as Lead Agency, the maximum project duration is four years. If a project is evaluated by the FNR as Lead Agency, the maximum duration is three years.

The Lead Agency is located in the country where most of the research work is conducted. This is calculated by adding up how many months all the project employees work on the project. The agency at which most "person months" are requested, acts as Lead Agency. In unclear or borderline cases, the funding organisations involved must be contacted to determine the Lead Agency prior to submission.

If the number of "person months" is highest in Luxembourg, the application will be submitted to the FNR. The conditions for FNR single projects apply and you need to complete the relevant forms. The annual submission deadline of the national research programme CORE is usually in April.

The research partners in Luxembourg fill in the required FNR forms and submit them via the FNR online grant management system.

If you are planning to submit your Lead Agency proposal in a language other than English (only possible in certain disciplines of the humanities and social sciences), you will need to discuss this with all of the involved agencies in advance.

If you submit an application under the Lead Agency process to a foreign partner organization which serves as Lead Agency or as part of an ERA-NET call, you have to complete the DMP on mySNF once the project is approved, regardless of whether a DMP is requested by the foreign partner organization/by the consortium. The DMP covers all research data which are generated or used during the project and has to comply with the SNSF Open Research Data Policy.
