Call for proposals THCS: Access to Care

The European Partnership on Transforming Health and Care Systems (THCS) is launching its 4th Joint Transnational Call for proposals aimed at promoting equitable access to and utilisation of health and care services across Europe.

The Transforming Health and Care Systems (THCS) initiative is a European Partnership that is co-funded by Horizon Europe. It aims to support the transformation and improvement of health and care systems across Europe and associated partner countries. To do this, it unites national and regional funding bodies to jointly support transnational research and innovation projects focused on building more resilient, sustainable, inclusive and effective health systems that can adapt to current and future challenges.

As part of this mission, THCS has launched “Access to Care”, its fourth Joint Transnational Call, in which 32 funding organisations, including the Swiss National Science Foundation (SNSF) and Innosuisse, are participating. The aim of this call is to support collaborative projects that strengthen equity in access to and utilisation of health and care services across Europe.

The call seeks to fund transnational projects that provide policymakers and stakeholders with concrete knowledge and practical tools to:

  • Reduce inequalities in access to and use of health and care services.

  • Develop innovative, evidence-based solutions and new service delivery models.

  • Design appropriate financial models and integrated care programmes through an interdisciplinary approach.

Projects must engage in one or more of the following types of action: applied research, implementation research, piloting, upscaling and/or testing. All projects must demonstrate proof of concept; validate concepts, models or solutions; and showcase demonstrations in relevant health and care ecosystems.

Key dates

2 February 2026, 14:00 CET – Deadline for submission of pre-proposals

30 June 2026, 14:00 CEST – Deadline for submission of full proposals

September 2026 – Rebuttal phase

October 2026 – Final funding recommendations

Early 2027 – Expected start of funded projects

Support from the SNSF

Researchers affiliated with eligible Swiss institutions are invited to apply in collaboration with partners from other European countries on equal terms. Swiss partners can receive funding for their participation from the SNSF, provided they meet the eligibility criteria for SNSF Project funding.

Pre-proposals and full proposals must be submitted at two levels:

  • Central submission: On behalf of the consortium, the project coordinator is responsible for submitting both the pre-proposal and the full proposal to the Joint Call Secretariat (JCS) via the THCS Partnership Online Submission System.

  • National submission: Swiss-based partners seeking financial support from the SNSF must also submit separate administrative pre-proposal and full proposal applications through the SNSF’s mySNF platform.
